On basis of relevant provisions in Shenzhen’s Administrative Measures of Special Fund for the Development of Modern Logistics (SJG [2018] No.3), and in order to effectively implement administration of special fund for the aviation industry (Shenzhen Fly subproject) as well as for the port and shipping industry, we have prepared Specific Implementation Rules of Shenzhen’s Administrative Measures of Special Fund for the Development of Modern Logistics in the Aviation Industry (Shenzhen Fly Subproject) as well as in the Port and Shipping Industry. We now issue it and please have it implemented accordingly.

Specific Implementation Rules of Shenzhen’s Administrative Measures of Special Fund for the Development of Modern Logistics in the Aviation Industry (Shenzhen Fly Subproject) as well as in the Port and Shipping Industry
Chapter I General Provisions
Article 1 To accelerate a sustained and healthy development of Shenzhen’s modern logistics industry, stick to principles of innovative, coordinated, green, open and shared development, and focus on improving the quality of development, these specific implementation rules are prepared on basis of relevant provisions in Shenzhen’s Administrative Measures of Special Fund for the Development of Modern Logistics (SJG [2018] No.3, hereinafter referred as the Measures)
Article 2 Transport Commission of Shenzhen Municipality (hereinafter referred to as the Municipal Transportation Commission) is responsible for the application acceptance, review and issuance of special funds for the development of the modern logistics industry in Shenzhen.
Article 3 Eligible enterprises shall submit applications for funding within the time limit stipulated by the Municipal Transportation Commission and ensure the legality, comprehensiveness, authenticity and accuracy of the application materials.
Article 4 Eligible enterprises may apply for the corresponding funding projects detailed in these specific implementation rules according to the Measures.
Chapter 2 Application of Funds for Passenger Travel Service and Promotion of “Shenzhen Fly”
Article 5 The funding project of “Shenzhen Fly” passenger travel service and promotion is further divided into the following two categories and five subprojects:
(1) The funding project of “Shenzhen Fly” passenger travel service
1. The funding subproject of city terminal operation;
2. The funding subproject of airport ferry terminal;
3. The funding subproject of land transportation lines
(2) The funding project of “Shenzhen Fly” promotion
1. The funding subproject of the promotion meetings for newly opened international lines;
2. The funding subproject of exhibition arrangement for World Route Development Forum or Route Asia
Section 1 The funding subproject of city terminal operation
Article 6 Enterprises that meet all the following conditions may apply for the funding subproject of city terminal operation:
(1) The city terminal which is set up under the authorization of Shenzhen Airport and will be operated continuously after its opening;
(2) The city terminal that has land transportation lines to and from Shenzhen Airport Bus Station (or other transportation platforms under the management of Shenzhen Airport) or water transportation lines to and from Shenzhen Airport Ferry Terminal.
Article 7 The funding standards for the operation of the city terminal are as follows:
(1) City terminals that were opened after January 1, 2017 and have been operated continuously for a full year are funded 150 thousand yuan for the first year of operation;
(2) City terminals that were opened after January 1, 2016 and have been operated continuously for two years are funded 100 thousand yuan for the second year of operation;
(3) City terminals that were opened before December 31, 2015 and have been operated continuously for three or more years are funded 50 thousand yuan per year;
Article 8 Following written materials shall be provided by the applying enterprises:
(1) Application form of funds for passenger travel service and promotion of “Shenzhen Fly” (see Attachment 1);
(2) One copy of Enterprise Business License or Legal Person Registration Certificate (copy) (with official seal) and corporate bank account;
(3) Integrity Statement of the applying enterprise, signed by responsible person and stamped with official seal (see Attachment 2).
Section 2 The funding project of airport ferry terminal
Article 9 Operation and management enterprises of “Shenzhen Airport Ferry Terminal” can apply for the funding project of airport ferry terminal.
Article 10 The funding standards for airport ferry terminal are as follows:
(1) Funds are given to each water transportation line according to following standards;
(2) If there is a water transportation line started after January 1, 2017 and has been operated continuously for a full year, the related operation and management enterprise of Shenzhen Airport Ferry Terminal will be funded 300 thousand yuan for the first year;
(3) If there is a water transportation line started after January 1, 2016 and has been operated continuously for two full years, the related operation and management enterprise of Shenzhen Airport Ferry Terminal will be funded 250 thousand yuan for the second year;
(4) If there is a water transportation line started before December 31, 2015 and has been operated continuously for three full years or more, the related operation and management enterprise of Shenzhen Airport Ferry Terminal will be funded 200 thousand yuan per year;
Article 11 Following written materials shall be provided by the applying enterprises:
(1) Application form of funds for passenger travel service and promotion of “Shenzhen Fly” (see Attachment 1);
(2) One copy of Enterprise Business License or Legal Person Registration Certificate (copy) (with official seal) and corporate bank account;
(3) Integrity Statement of the applying enterprise, signed by responsible person and stamped with official seal (see Attachment 2).
Section 3 The funding project of land transportation lines
Article 12 Enterprises operating passenger transportation lines between Shenzhen Airport Bus Station (or other transportation platforms under the management of Shenzhen Airport) and the city terminals (except for public transportation and rail transit) can apply for funding project of land transportation lines.
Article 13 The funding standards for land transportation lines are as follows:
(1) Lines with operating distance shorter than 80 km (excluding 80 km) are funded 40 thousand yuan per line per year;
(2) Lines with operating distance ≥ 80 km are funded 60 thousand yuan per line per year;
Article 14 Following written materials shall be provided by the applying enterprises:
(1) Application form of funds for passenger travel service and promotion of “Shenzhen Fly” (see Attachment 1);
(2) One copy of Enterprise Business License or Legal Person Registration Certificate (copy) (with official seal) and corporate bank account;
(3) Integrity Statement of the applying enterprise, signed by responsible person and stamped with official seal (see Attachment 2).
Section 4 The funding project of organizing promotion meetings for newly opened international lines
Article 15 Airlines quartered at Shenzhen Airport and operation management enterprises of Shenzhen Airport that organize promotion meetings for newly opened international lines of Shenzhen airport can apply for this funding project.
Article 16 The funding standards for organizing promotion meetings for newly opened international lines are as follows:
(1) The organizer is funded 200 thousand yuan for each promotion meeting held in other international regions outside Asia, 100 thousand yuan for a meeting held in other countries in Asia, and 50 thousand yuan for a meeting held in China (including Hong Kong, Macau and Taiwan);
(2) Funds for hosting the promotion meetings for each newly opened international line will not be provided to the same unit for more than 3 times.
Article 17 Following written materials shall be provided by the applying enterprises:
(1) Application form of funds for passenger travel service and promotion of “Shenzhen Fly” (see Attachment 1);
(2) One copy of Enterprise Business License or Legal Person Registration Certificate (copy) (with official seal) and corporate bank account;
(3) Integrity Statement of the applying enterprise, signed by responsible person and stamped with official seal (see Attachment 2);
(4) Site pictures of the promotion meeting, media reports and activity planning.
Section 5 The funding project of exhibition arrangement for World Route Development Forum or Route Asia
Article 18 Airlines quartered at Shenzhen Airport and operation management enterprises of Shenzhen Airport that make exhibition arrangement for World Route Development Forum or Route Asia after January 1, 2018 may apply for this funding project.
Article 19 The funding standards for making exhibition arrangement for World Route Development Forum or Route Asia are as follows:
(1) Exhibitors of World Route Development Forum are funded 300 thousand yuan per exhibition;
(2) Exhibitors of Route Asia are funded 200 thousand yuan per exhibition;
Article 20 Following written materials shall be provided by the applying enterprises:
(1) Application form of funds for passenger travel service and promotion of “Shenzhen Fly” (see Attachment 1);
(2) One copy of Enterprise Business License or Legal Person Registration Certificate (copy) (with official seal) and corporate bank account;
(3) Integrity Statement by the applicant enterprise, signed by responsible person and stamped with official seal (see Attachment 2);
(4) The invitation letter from the World Route Development Forum or Route Asia, photos of the exhibition booth, and photos of the exhibition.
Chapter 3 Application of Funds for Port and Shipping Industry
Section 1 The funding project of water-water transfer
Article 21 Following written materials shall be provided by enterprises applying for funding projects of inland feeder service (including Hong Kong, Macau and Taiwan):
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of inland feeder service (Attachment 4-1)
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) List of routes for inland feeder service calling at Shenzhen Port within the year under assessment (Attachment 4-2);
(6) Statistical form of the handling capacity of routes for inland feeder service calling at Shenzhen Port within the year under assessment (Attachment 4-3);
(7) Loading & discharging list of routes for inland feeder service calling at Shenzhen Port within the year under assessment (submit an electronic data disc with Excel format documents in it, Attachment 4-4).
Following materials should also be provided if the applying company is engaged in cross-strait direct transportation:
(1) Cross-Strait Waterway Transportation Permit (copy)
(2) Cross-Strait Ship Operation Permit (copy)
Article 22 Following written materials shall be provided by enterprises applying for funds of domestic trade route:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of domestic trade routes (Attachment 5-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) List of domestic trade routes calling at Shenzhen Port within the year under assessment (Attachment 5-2);
(6) Statistical form of the handling capacity for domestic trade routes calling at Shenzhen Port within the year under assessment (Attachment 5-3);
(7) Loading & discharging list of domestic trade routes calling at Shenzhen Port within the year under assessment (submit an electronic data disc in Excel format documents in it, Attachment 5-4).
Article 23 The operation enterprises providing inland feeder service (including those in Hong Kong, Macau and Taiwan) refer to the operation enterprises that carrying out foreign trade container transportation business between Shenzhen Port and other domestic ports as well as Hong Kong and Macau ports, or those working on cross-strait direct transportation of foreign trade containers in Shenzhen Port; and the operation enterprises of domestic trade routes refer to the operation enterprises that carrying out domestic container transportation between Shenzhen Port and other domestic ports.
Section 2 The funding project of sea-rail combined transportation
Article 24 Following written materials shall be provided by enterprises applying for funding projects of sea-rail combined transportation:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of sea-rail combined transportation (Attachment 6-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) Statistical form of container amount of regular trains for sea-rail combined transportation within the year under assessment (Attachment 6-2);
(6) List of the container amount of regular trains for sea-rail combined transportation within the year under assessment (submit an electronic data disc with Excel format document in it, Attachment 6-3);
(7) If freight is interchanged by rail container and shipping container, the list of transferred amount of containers via sea-rail combined transportation within the year under assessment should be submitted (submit an electronic data disc with Excel format document in it, Attachment 6-4).
Section 3 The funding projects of international liner companies
Article 25 Following written materials shall be provided by enterprises applying for funding projects of international liner companies:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of international liner companies (Attachment 7-1);
(3) The duplicate copy of Business License (copy);
(4) Identity documents of enterprise legal representative (copy), identity documents of authorized agent (copy) and Letter of Authorization (original);
(5) Statistical form of the handling capacity for international liner routes of the year under assessment and the year before (Attachment 7-2);
(6) Loading & discharging list of international liner routes of the year under assessment and the year before (submit an electronic data disc with Excel format document in it, Attachment 7-3);
(7) Statistical form of the handling capacity for water-water transfer of combined ports of the year under assessment (Attachment 7-4);
(8) Loading & discharging list for water-water transfer of combined ports of the year under assessment (submit an electronic data disc with Excel format document in it, Attachment 7-5);
(9) Detailed list of newly started route of international liner (Attachment 7-6);
(10) International Liner Route Record Filing Certificate issued by Ministry of Transport (copy) shall be submitted for newly started route of international liner. Meanwhile, the loading & discharge list of the newly started route of international liner shall be submitted (submit an electronic data disc with Excel format document in it, Attachment 7-7);
(11) Statistical form of the amount of empty containers allocation from Shenzhen Port to combined ports during the year under assessment (form of those allocated through waterway please see in Attachment 7-8, and through railway see in Attachment 7-9);
(12) List of empty containers for combined ports allocated from Shenzhen Port of the year under assessment (submit in Excel format through electronic data disc, forms of those allocated through waterway please see in Attachment 7-10, and through railway see in Attachment 7-11);
Article 26 The international liner company applying for funds to increase the quantity of containers shall be operating a full year before the year under assessment.
Article 27 Combined ports refer to Pan-Pearl River Delta ports and inland ports that have signed combined port cooperation agreement with Shenzhen Port.
Article 28 “Water-water transfer capacity of combined port” refers to the business volume of transshipping liners with barges to and from Shenzhen port and combined ports (including the mode of passing by Hong Kong).
Article 29 The newly started route of international liner company refers to the liner route started after January 1, 2016, calling at Shenzhen Port and put to use for a full year or more, besides, the route operator’s container handling capacity of all routes in Shenzhen Port of the year under assessment must be better than the previous assessed year. If it is a newly started container liner route that calls at a port/ports along the Maritime Silk Road, there must be freight exchanges between that port/those ports and Shenzhen Port within the year under assessment. Each newly started liner route is funded only once.
Article 30 Ports along the Maritime Silk Road refer to those ports of partner countries publicized on “yidaiyilu.gov.cn” connecting with Shenzhen Port by sea routes.
Article 31 “Empty containers allocated from Shenzhen Port to combined ports” refer to empty containers allocated from Shenzhen port to the combined port by barge or rail transport, and returned to Shenzhen Port after loading by barge or rail transport within 45 days.
Section 4 The funding project of international freight forwarder
Article 32 Following written materials shall be provided by enterprises applying for funding projects of international freight forwarder:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of international freight forwarder (Attachment 8-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) The registration form of international freight forwarder issued by Ministry of Commerce (copy);
(6) Statistical form of international freight forwarder’s quantity of imported and exported full containers of the year under assessment and the year before (Attachment 8-2);
(7) List of international freight forwarder’s imported and exported full containers of the year under assessment and the year before (submit in Excel format through electronic data disc, Attachment 8-3);
(8) Statistical form of the quantity of imported and exported full containers forwarded by sea-rail combined transportation regular trains of the year under assessment (Attachment 8-4);
(9) List of the imported and exported full containers forwarded by sea-rail combined transportation regular trains of the year under assessment (submit in Excel format through electronic data disc, Attachment 8-5);
Section 5 The funding projects of waterway transportation enterprises
Article 33 Following written materials shall be provided by enterprises applying for funding projects of waterway transport enterprise:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of waterway transportation enterprises (Attachment 9-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) Domestic Waterway Transportation Operation Permit or International Ship Transportation Operation Permit (copy);
(6) Ship Ownership Registration Certificate (copy), Ship Certificates of Inspection (copy), Certificate of Registry in People’s Republic of China (copy), Ship Operation and Transportation Permit (copy) or Filing Certificate of Ship for International Maritime Transportation (copy).
Following materials should also be submitted in order to apply for funds provided to newly added operating ships registered in “Shenzhen”:
1. Relevant approval or filing certificates (copy) of newly added ship;
2. List of the transportation capability of newly added ships within the year under assessment (Attachment 9-2);
3. Commitment of not canceling the registration of the funded new ship within 5 years (Attachment 9-3);
Following materials should also be submitted to apply for funds of comprehensive ranking:
1. List of ships owned by waterway transportation enterprise within the year under assessment (Attachment 9-4);
2. The tax certificate of the year under assessment issued by Shenzhen tax department;
Article 34 The newly added operating ship registered in “Shenzhen” refers to the ship applying for Ship Operation and Transportation Permit or Filing Certificate of Ship for International Maritime Transportation in Shenzhen for the first time within the year under assessment, and a ship is funded for one time only.
Article 35 The “dead weight tons” of an enterprise determined in the comprehensive evaluation refers to the total dead weight tons of applicant’s ships with Ship Operation and Transportation Permit or Filing Certificate of Ship for International Maritime Transportation at the end of the year under assessment. 100% of DWTs will be acknowledged if the ship is owned by the enterprise, if not, it must be operated by the enterprise for at least 1 year, and 50% of DWTs is acknowledged.
Section 6 The funding project of passenger liner operation
Article 36 Following written materials shall be provided by enterprises applying for funding projects of passenger liner operation:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of passenger liner operation (Attachment 10-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) International Liner Shipping Qualification Registration Certificate (copy) of the company starting the new cruise route, the Certificate of Registry (copy) of the berthing cruise;
(6) List of cruise operation data of the cruise home port during the year under assessment (Attachment 10-2);
(7) Statistical form of cruise voyage of the cruise home port during the year under assessment (Attachment 10-3);
(8) Statistical form of the passenger flow leaving the cruise home port during the year under assessment (Attachment 10-4);
Article 37 Enterprise that applies for cruise operation funds shall prepare a scheme of utilizing the funds for business activities such as starting new routes, organizing passenger resources, marketing, and enhancing cruise service.
Section 7 The funding project of domestic waterway passenger transportation
Article 38 Following written materials shall be provided by enterprises applying for funds of domestic waterway passenger transportation:
(1) Enterprise overview and operation status (Attachment 3);
(2) Application form for funding projects of waterway passenger line (Attachment 11-1);
(3) The duplicate copy of Business License (copy);
(4) Identity document of enterprise legal representative (copy), identity document of authorized agent (copy) and Letter of Authorization (original);
(5) Approval for Right of Route Management (provide copy, but original will be checked) shall be submitted by the waterway passenger transportation enterprise;
(6) Domestic Waterway Transportation Operation Permit (copy) and Ship Operation and Transportation Permit (copy) of the ship that is put to operation for this route shall be submitted by the waterway passenger transportation enterprise
(7) Terminal Berthing Agreement with both port of departure and port of arrival (copy) shall be submitted by the waterway passenger transportation enterprise;
(8) Statistical Form of Voyages for Waterway Passenger Transportation Routes (Attachment 11-2) within the year under assessment shall be submitted by the waterway passenger transportation enterprise;
(9) For route with a transportation distance longer than 30 sea miles, a supporting document (copy) specifying transportation distance of the route issued by maritime departments, or a transportation distance certificate issued by a unit with marine geodesy and cartography qualification shall be submitted by the waterway passenger transportation enterprise. (If the distance of an outward voyage is inconsistent with that of an inward voyage, take the average value as transportation distance);
(10) Application form for funding projects of adding or renovating passenger terminals (Attachment 11-3) and Port Operation Permit (copy) shall be submitted by the passenger terminal;
(11) The passenger terminal shall submit the project approval documents issued by relevant competent departments, filing materials or related decision-making documents of superior enterprises;
(12) The passenger terminal shall submit an audit report on fixed assets investment issued by a qualified accounting firm (copy);
(13) The passenger terminal shall submit relevant acceptance documents for building new terminals and renovating or expanding passenger terminals.
Article 39 The waterway passenger transportation enterprise shall have management right of the route and actually run it.
Article 40 New routes refer to newly started routes adding to the existed operating routes (route from Shekou and airport passenger terminal of Shenzhen to Macau Outer Harbor Ferry Terminal, Macau Taipa and Hong Kong International Airport, and route from Shenzhen Shekou Passenger Terminal to Hong Kong Macau Ferry Terminal in Hong Kong and Zhuhai Jiuzhou Passenger Terminal). If 1 or more than 1 port will be called at in midway, the confirmation (whether it is a new route or not) shall be on basis of the destination port.
Article 41 The first year refers to a time period of 12 months calculated from the starting date of a new route, and so on.
Article 42 The funds for “new passenger terminal or renovated passenger terminal for new route” are offered to new projects, renovation or expansion projects initiated after January 1, 2017.
Chapter IV Verification of Data for Funding Qualification
Article 43 A qualified third party organization or relevant department is entrusted by Municipal Transportation Commission to verify the data summited by enterprises. Third party organizations or relevant departments shall issue the following supporting documents respectively as per the projects applied by enterprises as well as the actual situation within the year under assessment:
(1) The funding project for passenger travel service and promotion of “Shenzhen Fly”
The information provided by Shenzhen Airport (Group) Co., Ltd. shall prevail, the specific accreditation criteria are as follows:
1. Accreditation criteria for the funding project of city terminal operation: subject to the City Terminal Cooperation Agreement signed between the city terminal and Shenzhen Airport (Group) Co., Ltd.
Calculation of operation time: counted from the time when city terminal was put to use.
2. Accreditation criteria for water transportation line of the funding project of airport ferry terminal: subject to the water passenger transportation cooperation agreement signed between the operation management enterprise of Shenzhen Airport Ferry Terminal and the shipping company, and all shipping lines between one ferry and Shenzhen Airport Ferry Terminal will be only counted as one line.
Calculation of operation time: from the time when the operation of the waterway route was officially started; for the waterway route that used to be closed but restarted later, the calculation will still be from the time when this route was first started officially.
3. The accreditation criteria for the funding project of land transportation lines: accreditation of lines within the city is subjected to the Passenger Line Operation Contract signed between the transportation enterprise and Shenzhen Airport Bus Station; lines with ≥ 80km operating distance are accredited as intercity lines, and the quantity of lines refers to the number of city terminals outside Shenzhen it connects (not be counted repeatedly).
The accreditation criteria for operating distance: the operating distance of a line within the city is subjected to the Passenger Line Operation Contract signed between the transportation enterprise and Shenzhen Airport Bus Station.
4. The accreditation criteria for a funding project of organizing promotion meetings for a newly opened international line: the promoted line shall be an international line newly started after January 1, 2018, meanwhile, the interval between the date of promotion meeting and the date of the first flight of the promoted line shall be no more than 30 days.
(2) The funding project of water-water transfer
1. The authentication material is issued by a third party on the port handling capacity of the operation enterprise engaging in inland feeder service (including Hong Kong, Macau and Taiwan) and domestic trade transportation in Shenzhen Port;
2. Ship Handling Capacity Certificate of the operation company is issued by enterprises in Shenzhen Port
(3) Funding project of sea-rail combined transportation
1. The certification of the transportation capacity of regular trains is issued by railway department;
2. The authentication material is issued by a third party on the container handling capacity of the company engaging in operation of sea-rail combined transportation regular trains in Shenzhen Port.
(4) The funding projects of international liner companies
1. The authentication material is issued by a third party on the newly added port handling capacity of the international liner company in Shenzhen Port;
2. The authentication material is issued by a third party on the contribution made by the international liner company in building up the handling capacity of Shenzhen Port;
3. The authentication material is issued by a third party on the quantity of empty containers allocated by the international liner company from Shenzhen Port to combined port via waterway or railway.
(5) The funding project of international freight forwarder
1. The quantity of full containers declared by the final international freight forwarder to the shipping company for booking is accredited as the quantity of imported and exported full containers.
2. If a company is applying for funding project of both international liner company and international freight forwarder, the declared quantity of imported and exported full containers shall exclude the quantity of containers booked by other international freight forwarders.
3. The authentication material is issued by a third party on the international freight forwarder’s comprehensive ranking of the agent quantity of containers in Shenzhen Port.
(6) The funding projects of waterway transportation enterprises
Certification of tonnage of ships is issued by the maritime department.
(7) Funding project of cruise operation
1. Certification of the voyage of the cruise is issued by the maritime department;
2. Certification of outbound cruise passenger flow is issued by the border inspection department.
(8) Funding project of domestic waterway passenger transportation
Certification of waterway passenger route and voyage recorded by the electronic ticketing system is issued by Shenzhen Passenger Terminal.
Article 44 If the data declared by an enterprise is inconsistent with that accredited by the third party, a reexamination of the data should be carried out in the presence of the Municipal Transportation Committee, the third party, and the enterprise. The data reached after reexamination will be accredited as the final data. If the reexamination cannot reach a consistent data, then the smaller one between the two will be accredited as the final data.
Chapter V Supplementary Provisions
Article 45 If the “Business License” is not an integration of many certificates, then the enterprise shall submit “Business License” “Tax Registration Certificate” and “Organization Code Certificate”. If the enterprise is not registered in Shenzhen and unable to provide the Business License, it shall submit relevant documents such as valid Business Registration Certificate or Registration Certificate of Resident Representative Office of Foreign (Region) Enterprise in China.
Article 46 Enterprises registered in the Shenzhen-Shanwei special cooperation area shall be deemed to have registered in Shenzhen.
Article 47 The quantity of containers of a merged or restructured enterprise shall be calculated as the sum of containers owned by those enterprises before the merger or reconstruction.
Article 48 When an enterprise is unable to receive funds due to merger, reconstruction or change of its name, the new enterprise may issue legal documents and receive funds after verification.
Article 49 If an enterprise in the ranking scope for funding is disqualified due to reasons such as violating the provisions of Article 14 of the Measures or bankruptcy, the qualification for funding may be given to another qualified enterprise in the proper order.
Article 50 Matters not mentioned in these detailed rules shall still be handled in accordance with the Measures.
Article 51 These detailed rules shall come into force on August 7, 2018 and the period of validity shall be the same as that of the Measures.
